im a welder and when your arc welding if you hold the earth clamp in one hand hand and grabbed the electrode in the striker you make a full circuit. this happens if your on a steel structure too if your holding on and to the iron when your changing electrodes, and only when you don't were gloves. when i get the shock it will stun me, the most i got was 180amp at 50 volts, so i cant see 1 ma killing someone
It's not only what the electrical supply is capable of giving, it's how good a contact you make with it.
Unless your skin is wet, the contact resistance could be anything like 100,000 ohms. At 50V this would only give 0.5mA
Skin resistance is far lower if your skin is damp, that's why electricity in bathrooms etc is considered so dangerous.
