Yes, loudness is measured in decibels, in relation to the threshold of hearing which is defined as 0dB. Decibels are base-10 logarithmic, meaning that a 10dB increase results in a sound 10 times louder.
To measure loudness, a special heavy-duty microphone is used. Recall that sound is energy transfered through air waves. The microphone picks up those waves, converts them to electric waves, and sends them to a circuit which measures the average power.
