will the average 3 prong outlet give out 230 volts?
i was wondering if this would work on a regular 3 prong outlet in my garage.

No, but It seems like the product will work from a 115 volt duplex outlet and draw up to 20 amps or with a 230 volt single phase but will draw 10 amps and they specify 15 amps because that is the minimum amperage available. Of course the wattage will be the same with either voltage and they supply the adapter to allow you to go either way.
