Stringer Brooks

Would you report people "poaching" Brook trout?
The last time, (last year), I went "Brookie" fishing I noticed an older gentelmen,(bait-fisherman), with a HUGE stringer of Brook trout. I didn't count them , but there were many.
He didn't seem to be a "poacher" but ,(in my mind), keeping a stringer full of Brookies is a SIN! (lol) (I could see taking maybe 1-3 , but 8+ blasphomy, lol!!!).
Would you report someone who you saw "poaching" deliberate/or not? Or would you let "sleeping dogs" lie?
What if he/she looks to be poor/homeless?
BTW: The area I fish for Brook Trout is in a remote region in N.E. Minnesota. In fact, it's rare I see anyone fishing in my BT hole.
Yes. Not only do I believe that there's a lot of science that goes into establishing size and bag limits, but I have a lot riding on not having any wildlife violations, and I hate to see people who just don't care take whaver they want at whatever size, because I -KNOW- the minute I decide to keep a fish a half an inch over limit, I'm gonna get checked, and there goes all kinds of great stuff in my life. Dangit, I will NOT be the only one following the rules. As for if he/she looks to be poor/homeless, they can still follow the rules, I'll give them one of the fishing regulation booklets I try to keep in the truck, and give them some smaller hooks and they can go tear up some sailor's choice or something else unregulated. Don't care what someone's situation is, if you're poaching where I can see you, you don't deserve the title, and you need to be turned in. Period.
I'm babbling now, oh well...
