Light from a bottle of water?

This clip on youtube shows light being produced from a 2 litre pop bottle filled with water, 2 caps full of bleach and a plastic tube to protect the bottle top. Could you do this with a bottle out in the garden or does half the bottle have to be in the shade? Why the shield over the bottle cap?
The water bottles are acting in a way very similar to "deck prisms" used for centuries on ships to provide some light into the hold of the ship.
The bleach is just to prevent the water from turning into a bacterial soup
While you could do the same thing with a bottle out in the garden, it would not appear bright as it does in the video. The bottle conveys some of the sunlight into the dark space which illuminates the dark area somewhat and also makes the bottle look very bright. But if you viewed the bottle in the open, it would would just look like a bottle full of clear water.
