This is caused by fluorescent lights having a different "colour temperature" to daylight. You get the same effect if you take a photo with daylight film, and a red-brown effect if photo is taken with lighting from filament bulbs. This is because the film is made to be more-or-less equally sensitive to light across the visible spectrum colours of white light (daylight), ie red to violet. If fluorescent or tungsten light is used, some of the colours of the visible spectrum are missing from these light sources, with a bias towards green from fluorescent and red from tungsten lighting. Our brains normally automatically compensate for this, because we learn to see white as white regardless of lighting type. A good illustration of this is to look at something red under sodium street lights (the orange-coloured ones). red will look a very dull brown, sometimes greenish under this light. It's also the reason why digital cameras have white balance adjustment, so you can compensate for different light types. The actual colour of light depends mainly on the temperature of its source, hence "colour temperature". Flashguns give a light that is very close to daylight, typical colour temperature 5600 degrees K.
