What is the rationale for duty taxes levied on items bought in a foreign country and brought back to the USA?
In other words, how is the tax computed, does the exchange rate influence the duty tax?
So if I actually pay more for a product abroad than it cost in U.S., I would expect to pay no duty on it when returning to the U.S.?
Exchange rate does not influence duty tax. A duty tax is imposes to persuade people to buy in this country. It hurts the economy of the local country for you to take your money and spend it in another economy for goods or services.
The US (as well as every other country) creates taxes, tariffs and other financial incentives to buy things from the local economy and keep money earned in the US.
